There are no circles on the photos so difficult to see what you are asking. the item appears to be the EGR valve that is attached to the egr cooler and change over valve. egr system creates black sooty gunk but not usually oil. my guess is the oil was spilt during the removal of the filter or oil fill.

If you look on the chassis label either in the boot by the spare wheel, or in the handbook you'll see a 3 digit code, 1ZL or 1LG. If it says 1ZL then they are 347mm, if 1LG then 321mm.
